The opening between the left atrium and the right is called the foramen ovale. Failed closure tend to have atrial septal defect with shunt blood from the left atrium into the right atrium. This is not blue, to produce a baby, because oxygen-rich blood mixes with deoxygenated blood. Sometimes the flow through the defect can be temporarily reversed in an infant causes of dark oxygen-poor blood from the right atrium to the left atrium, and thus the rest of the body. This may cause blue baby.
